The ICT Business, Strategy & Governance Section, within the ICT Division, includes the functions of ICT Enterprise Architecture, ICT Planning and Strategy, ICT Financial Reporting, ICT Project Management Office and the ICT Contracts and Procurement Team (CPT).
The CPT provides procurement expertise and delivers centrally managed procurement for all ICT and ICT labour hire requirements, as well as enabling high-quality contract management practices through its centralised responsibilities to support the Department’s key strategic ICT outcomes.
THE OPPORTUNITY
The ICT Procurement & Contracts Officer must independently enable ICT procurement and contract management decisions, through frequent engagement, reporting and providing customised policy advice to deliver high-quality outcomes. Duties will include:
- Delivering day-to-day Business As Usual (BAU) ICT procurement and contract management functions, including:
- Drafting procurement artefacts (contracts, statement of requirements, procurement plans, evaluation reports, etc.)
- Participating and supporting evaluation activities.
- Providing impartial and evidence-based procurement and probity advice.
- Ensuring activities are compliant with the Commonwealth Procurement Rules (CPRs), legislations, internal business rules and best practice.
- Reporting weekly and ad hoc of CPT’s and/or ICT Division’s ongoing activities.
- Coordinating and maintaining necessary governance records to ensure in depth coverage of critical procurement outcomes and subsequent Supplier performance.
- Managing the APS5 role, including supporting their development and overall team contribution.
- Managing procurement and contract queries and escalating issues.
- Developing and maintaining strong working relationships with a range of stakeholders.
OUR IDEAL CANDIDATE
The ideal candidate will possess a high level of autonomy whilst working collaboratively in a small and experienced team, in addition to providing strategic advice and support on a range of ICT procurement and contract management activities across the Division. Candidates should be enthusiastic, proactive, and a proficient procurement and contracts practitioner who thrives while working in an agile ICT environment. The following experience will be highly regarded:
- Demonstrated experience with the Commonwealth Procurement Rules (CPRs);
- Demonstrated experience with procurement and contract management.
- Demonstrated time management skills to deliver timely results and manage priorities in a technically complex and dynamic industry.
- Excellent communication skills, verbal and written for a diverse range of audiences including senior executives.
- Excellent stakeholder management skills with an ability to collaborate and influence at senior levels.
- Critical analysis in unique situations and the provision of evidence-based advice.
- Collaboration within a small team and internal/external stakeholders, to achieve results.

ELIGIBILITY INFORMATION
- Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS) unless the Agency Head has agreed otherwise, in writing.
