Construction Management

Vaughan delivers complex civil infrastructure projects across NSW, QLD, and VIC for major government clients. We have grown significantly, matured our structure, and are now entering a new chapter – expanding into new states and territories, evolving our matrix organisation, and investing in our people through structured coaching, L&D, and cultural development programs.

We are a high-growth, mid-size civil infrastructure business looking for an experienced HR Manager to join our Senior Leadership Team. This is a rare opportunity to step into a genuine people leadership role at a business that is scaling fast and to shape the HR function from a position of real influence.

As our HR Manager, you will lead a team – including a Senior HR Advisor and outsourced payroll and recruitment functions – and oversee payroll, legislative compliance, recruitment and onboarding, governance, employment and industrial relations management, and ensure all employment practices meet legal obligations while supporting the growth and operational needs of the business.

This role is suited to a hands-on HR leader who understands the realities of civil construction and contracting environments. Someone who has worked closely with field-based teams, supervisors, plant operators, project managers and site leadership teams, rather than solely within corporate or white-collar organisations.

What you’ll be doing:

  • Lead people and culture strategy across a growing, multi-region infrastructure business
  • Drive change management through continued organisational evolution
  • Oversee employee relations – coaching, performance support, and complex ER
  • Own workforce planning and organisational design
  • Mentor and develop our Senior HR Advisor
  • Lead or support EBA review and negotiation
  • Oversee payroll compliance via Employment Hero
  • Partner with GMs and business unit leaders to build high-performance culture

What you bring:

  • Solid HR Manager or Senior HRBP background in civil construction, infrastructure, utilities, or similar blue-collar environment (non-negotiable)
  • Experience with a Tier 2-3 contractor where practicality, responsiveness, and hands-on support are essential to success
  • Understanding of the complexities of managing a geographically dispersed workforce across multiple sites, projects, and states
  • Expert knowledge of Fair Work legislation, enterprise bargaining, enterprise agreements, and state-based employment laws across NSW, QLD, VIC
  • Natural relationship builder across all levels
  • Influencing skills from site crews through to senior executives
  • Change management experience in a growing or restructuring business
  • Bias for action – you deliver consistently and own your outcomes
  • Employment Hero or similar HRIS familiarity is a bonus
  • EBA negotiation experience advantageous but not essential

What’s on offer:

  • Genuine seat at the Senior Leadership Table
  • Business at an exciting growth phase
  • Competitive remuneration aligned to market
  • Switched-on, collaborative COO and CEO
  • Strong Senior HR Advisor ready to continue growing under the right leader
  • EAP, employee discounts, referral program, social events, weekly sponsored gym classes and more.

If you are a motivated, ambitious and future-focused leader, with a passion for building practical people and culture frameworks that support both operational performance and long-term business success, this role is for you.
