About the role

The Health and Safety Manager is responsible for providing operational WHS leadership across DTI Rail projects in Queensland, supporting project teams to effectively manage health and safety risk throughout planning and delivery.

The role leads a small team of WHS Advisors supporting regional project delivery, while retaining direct WHS oversight of key projects within the Queensland portfolio. 

Working across geographically dispersed rail and civil infrastructure projects, the role will maintain a strong presence and work closely with Project Managers, Construction Managers, Supervisors, employees and subcontractors to ensure critical risks are effectively controlled, legislative and DTI requirements are met, and emerging issues are identified and addressed early.

This role requires regular travel across regional Queensland and will suit an experienced, hands-on safety leader who can effectively lead others while remaining operationally engaged in project delivery.

Key responsibilities

• Lead and support the Queensland WHS team, including two project-based WHS Advisors, providing direction, coaching, technical support and oversight of WHS priorities and performance.
• Provide direct, hands-on WHS leadership and operational support, maintaining sufficient field presence to understand project risks, verify control effectiveness and support project leadership.
• Provide portfolio-level oversight across Queensland rail and civil projects, identifying common risks, emerging issues, resource requirements and opportunities for improvement.
• Lead the identification and management of critical and emerging risks, ensuring effective controls are established, implemented and verified in the field.
• Plan and undertake project assurance, inspections and operational reviews, while overseeing assurance activities undertaken by WHS Advisors and providing clear visibility of project performance.
• Support Project Managers and Supervisors with practical WHS advice, incident management, contractor performance and application of DTI's Health and Safety Management System.
• Lead and support incident investigations, learning activities and corrective actions, ensuring lessons and improvements are shared across the Queensland project portfolio.

Experience and capabilities

• Significant demonstrated WHS experience within Australian rail, civil infrastructure or similarly high-risk construction environments, with rail construction experience strongly preferred.
• Demonstrated experience leading and developing WHS professionals while maintaining direct operational involvement in project delivery.
• Demonstrated hands-on WHS leadership on active construction projects, including critical risk management, field assurance, contractor management and engagement with frontline leaders.
• Practical experience working within operational rail environments and an understanding of the interfaces between construction activities, rail operations, network access and Rail Safety Worker requirements.
• Strong working knowledge of Australian and Queensland WHS legislation, regulatory requirements and contemporary construction safety practices.
• Demonstrated experience supporting multiple geographically dispersed projects and the ability to operate autonomously in regional environments with regular project travel.
• Diploma or tertiary qualification in Work Health and Safety or equivalent, together with relevant incident investigation and WHS auditing capability.
• Experience working with Queensland Rail or another Australian rail infrastructure manager is highly desirable.
