What’s on offer?

Fulton Hogan is proud to have been awarded the Victorian Road Maintenance Contract with the Department of Transport and Planning, starting 1 July 2026.

This means we will be on the ground delivering critical road construction, maintenance and resurfacing works throughout the Loddon Mallee Region, including:

  • Working on planned maintenance programs designed for long-term performance
  • Rebuilding and rehabilitating major road sections
  • Delivering high-quality resurfacing works across priority networks
  • Responding to urgent repairs to keep roads operational


As a result, Fulton Hogan is seeking an SEQ Manager based in Kyneton, Bendigo or Echuca to provide strategic and operational leadership across Safety, Environment and Quality within the VRMC contract. This role is responsible for ensuring compliance with legislative, regulatory and company HSQE requirements, while driving continual improvement through the effective implementation of Fulton Hogan’s Integrated Management System (IMS). Working closely with regional and operational leaders, the SEQ Manager plays a key role in building capability, strengthening culture and ensuring consistent, safe and high-quality outcomes across the contract.

Key Responsibilities

  • Support operational management teams in the VRMC contract to identify, document and control all safety, quality and environmental risks using robust processes, including SWMS and risk assessments
  • Lead the continual improvement and effective implementation of the Integrated Management System, including the development, review and reporting of safety and quality processes
  • Schedule and conduct internal and external audits, and support corrective and preventative actions
  • Investigate incidents and non-conformances, ensuring timely reporting, corrective actions and shared learnings
  • Mentor, train and build capability within operational teams to strengthen HSQE leadership and accountability
  • Plan and coordinate regional safety and environmental resources to support operational requirements
  • Maintain up-to-date knowledge of relevant legislation, standards and industry guidelines
  • Liaise with regulatory authorities and accreditation bodies, ensuring compliance and positive working relationships
  • Prepare HSQE input for tenders, client workshops and industry forums
  • Represent Fulton Hogan at forums, and ensure safety communications are effectively delivered across the contract

About You

  • Demonstrated experience leading Safety, Environment and Quality functions in a complex operational or infrastructure environment
  • Strong auditing, investigation and risk management capability
  • Proven ability to influence, coach and engage leaders and frontline teams
  • High level of professional communication and stakeholder engagement skills
  • You model and promote Fulton Hogan’s REAL values of Respect, Energy & Effort, Attitude and Leadership, and actively champion our Living Safely culture

You will hold a tertiary qualification in Occupational Health & Safety and have a minimum of 7 years’ experience in a management role.
