We are looking to strengthen our West Region Delivery project team with an experienced Safety Manager within our Fulton Hogan Utilities business. You’ll work across multidisciplinary Sydney Water projects throughout Western Sydney, the Blue Mountains, the Western Sydney Growth Area and parts of the North West Growth Centre. With civil, structural, pipeline, mechanical and electrical interfaces, this role will suit someone who thrives in a fast-paced delivery environment and enjoys both leading people and shaping safety culture. In this role, you’ll be responsible for:


Leadership & Culture

  • Leading, inspiring and developing the Health & Safety team, creating a high-performing unit that champions proactive, risk‑based and people‑centred safety leadership.

  • Driving safety culture transformation both top‑down and bottom‑up, ensuring leaders, supervisors, subcontractors and field crews all understand and own their role in safe work.

  • Being a visible, approachable and trusted WHS leader on-site — spending meaningful time in the field to coach, mentor and influence behaviours.

  • Embedding contemporary safety philosophies including Human & Organisational Performance (HOP), Just Culture, Safety Differently, and evidence‑based behavioural change techniques.

  • Empowering frontline teams to speak up, identify hazards early and be actively involved in creating safer work practices.

Safety Strategy & Proactive Planning

  • Developing and implementing forward‑looking safety strategies that prioritise prevention, early risk identification and leading indicators, not just reactive controls.

  • Ensuring all work is guided by a strong technical understanding of Australian Standards, including but not limited to:

    • AS/NZS 4836 – Safe working on or near low-voltage electrical installations

    • AS/NZS 3000 (Wiring Rules)

    • AS 2865 (Confined Spaces)

    • AS 1742 (Traffic Control)

    • AS 1891 series – Industrial fall-arrest systems and devices

    • AS 1657 – Fixed platforms, walkways, stairways & ladders

    • AS 4024 series – Safety of machinery

    • AS 2550 series – Cranes, hoists & winches (Safe Use)

    • AS 1418 series – Cranes, hoists & winches (Design & Construction)

    • And other utility, construction and high‑risk activity standards relevant to the Sydney Water environment.

  • Supporting the project team to plan safe delivery from the outset — proactively influencing construction methodology, staging, resourcing, and risk controls at early design and pre‑start phases.

  • Leading the development of critical control plans, ensuring they are clearly defined, understood and actively verified in the field.

Systems, Governance & Assurance

  • Managing and continually improving WHS systems, ensuring alignment with ISO 45001, ISO 14001, and all NSW WHS Act 2011, WHS Regulation 2017, Codes of Practice and Australian Standards.

  • Ensuring Principal Contractor responsibilities are fully met and embedded into daily delivery.

  • Leading assurance processes including formal audits, field verifications, trend analysis and real‑time WHS performance reporting.

  • Using data, dashboards and insights to identify emerging risks and drive proactive corrective action.

Site Engagement & Operational Support

  • Providing specialist WHS coaching and practical solutions to project leaders, engineers, supervisors and subcontractors.

  • Delivering high‑quality induction programs, toolbox sessions, targeted safety leadership training, and high‑risk activity briefings.

  • Conducting regular site inspections, field engagement tours, behavioural observations and documented audits.

  • Leading or supporting ICAM investigations, ensuring findings drive genuine change, not administrative paperwork.

Risk Management & Compliance

  • Leading the preparation, review and continuous improvement of risk assessments, SWMS, JHAs and project risk registers.

  • Ensuring risks are clearly assessed, documented and controlled to the standard required for high‑risk construction involving civil, mechanical, electrical and live utility interfaces.

  • Working closely with subcontractors to uplift their WHS practices, ensuring compliance with project requirements and Australian Standards.

  • Coordinating emergency response readiness, including scenario planning, drills and updates to emergency management plans.

Stakeholder Engagement

  • Building strong, credible relationships with key stakeholders including Sydney Water, regulators, subcontractors, senior leadership and delivery teams.

  • Representing WHS in client reviews, safety forums, assurance meetings and industry events.

  • Providing clear, confident and influential communication that aligns operational delivery with safety expectations and organisational goals.

Key Requirements

  • Proven experience as a Safety Manager or senior WHS leader within construction, utilities, or complex infrastructure environments.

  • Deep knowledge of Australian WHS legislation, Codes of Practice and Australian Standards relevant to high‑risk utilities and construction work (e.g. AS/NZS 4836, AS/NZS 3000, AS 2865, AS 1742).

  • Demonstrated ability to lead and develop a team, influencing culture at all organisational levels.

  • Strong background in proactive, prevention‑focused safety leadership and development of leading indicators.

  • Relevant WHS qualifications (Diploma or higher).

  • ICAM Lead Investigator certification (highly desirable).

  • Familiarity with ISO 45001 and ISO 14001 management systems.

  • High‑level stakeholder engagement and communication skills.

  • Ability to coach and influence individuals at every level — from frontline crews to senior executives.
