The Role

The State Operations Manager has operational oversight of property and tenancy programs, homelessness services, accommodation support and funded programs. Working collaboratively within the state management team, the SOM ensures all service delivery aligns with legislation, contractual frameworks, organisational requirements and best practice.

This role leads program performance, mentors and guides staff development, maintains strong partnerships and plays a key role in state planning and operational implementation. It's responsible for leading Vic Operations as a high-performing, best-practice team.

About You
You are an experienced leader who is resilient and passionate about achieving meaningful social outcomes and thrives in dynamic environments. With strong operational capability, sound judgement and an ability to build trusted relationships, you will oversee all programs across the state, ensuring high‑quality service delivery. In this role, you are responsible for all operational staff and act as the key point of escalation for complex matters.

You will have:

  • Qualifications in social housing, management or a related discipline
  • Minimum 3 years’ experience at a senior level in property and tenancy management, with strong understanding of community/public housing and relevant legislation
  • Demonstrated understanding of the causes of homelessness and the needs of vulnerable communities
  • Experience leading and developing high‑performing teams, including remote teams
  • Proven experience managing contract compliance and achievement of outcomes
  • Strong stakeholder management and partnership‑building skills
  • Real Estate Licence (desirable)
  • Current Driver’s Licence
